I am testing SV Elite 360 for a while now. I just saw a SAT file in the file section. Just wanted to find out what is it and do I need it. and how would I install it? do I just install it on top of the bin file?

A sat file is needed to add Satellite IDs to the Receiver database. sats like 61.5, 77, 82, 91, 110, 119, 129 etc. Your receiver should be the save all of these.
If you ever try to set up a particular sat like 118.7 and you do not see it in the list, then you would load the latest sat file or one created for the specific Sat ID.

all my sat are showing so you mean I don't need it right?
